        Cannot create file C:\Program Files\RegVac Registry Cleaner\regvac.ini.

Something on your computer is keeping that file from being created.
Please open Windows Explorer (right click on Start and select Explore from the popup menu) and go to C:\Program Files\RegVac Registry Cleaner\regvac.ini.  If the file is there, right click on it and select Properties from the popup menu.  Make sure that the Read-only attribute is not checked.
If it is not checked, check the attributes for that folder and uncheck the Read-only attribute.
If none of that solves the problem, please let me know and what you found.

Ray,

regvac.ini is not in the RegVac folder, nor apparently anywhere else in the file system. The folder is not read only.

Regvac.ini is not there because something on your computer is not allowing RegVac to create the file.  This can happen if RegVac is on a CD drive that is not writeable but yours is on C which I assume is the main drive and I would assume is writeable.  I do not know what else would keep RegVac from creating that file.  But something is.

Ray,

I reformatted the hard drive. That solved my regvac problem, but my installation cd is corrupt. Some files are unreadable. I think I'll switch to ubuntu for now. Thanks for being there.
