Please be warned that formatting your harddrive can be one big headache for days to come and will destroy all of your data, programs, and Windows.  If you are not well versed in the whole process, it would be a lot better if you did not format.
You cannot format C because the files that are used to perform the format are on C, plus Windows is on C and Windows is running.  That is like chopping off your arm and then wondering why your arm no longer chops wood.
If you want to format C, you have to load an Operating System that is not on C (this could be DOS from a boot diskette or Window's recovery tools from the WinXP CD) and then format C from there.

I don't remember what the XP CD does.
Try putting the CD in the CD drive, starting the computer, when asked, telling your computer to boot from the CD drive, and then go from there.  As I remember it, the Windows setup program will start.  I think that you can get out of the setup program and then do the format.
Maybe someone else can give better details on that.

The XP CD will allow you to reformat your C Drive before installation. Start the install process and pay careful attention to the on screen prompts and all will be fine.
