When I key the Windows logo & F1, I get the messege "cannot find Helpctr.exe"  where can I get this file and where do I put it.

   I would suggest that you do a search for helpctr.exe on your computer (go to Start then Search).  I found two of them.  The one that Windows uses seems to be in C:\Windows\pchealth\helpctr\binaries

I could not find helpctr.exe anywhere on my computer.  Where can I get a copy of it ?

You might try Microsoft. Try their knowledge base. or try tech support via E-Mail.
While you can often find *.dll type files on other sites, the file you are looking for is part of Microsoft's program.

Start>Run>Type in:cmd.exe>ok
In the command prompt window just copy and paste the following command followed by pressing the ENTER key:-

REG ADD "HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\App Paths\HELPCTR.EXE" /VE /T REG_SZ /D "C:\WINDOWS\PCHealth\HelpCtr\Binaries\HelpCtr.exe" /F
