In reconfiguring win rescue there are two categories of items: win cofig and user profile. Should the latter be backed up in a complete backup by default? Thanks, bill

The WinConfig items are checked by default. The User Profile items are not checked by default.

what do the user profiles represent?

Those are profiles that are specific to you as a user. They are areas where Windows puts some of your data and settings, things like, the favorites in Internet Explorer, recently used files, your start menu, control panel items, and application data.
These are not checked by default because they are optional to the running of Windows.

should they be backed up manually, or are they not important for a full backup

That is up to you. You need to look at each one and decide if it is something that you want to back up or not.
I don't back them up, but if that is something that you want to do, please do so.
