From a Previous Call for Help: Reinstall of Win XP SP2
PROBLEM:
I had to reinstall Win XP and now when I try to install Sp2 I get all the wasy through the install process and I get an access denied and it undoes everything. Why would I get an access denied error. Does anyone have any ideas?
EXPLANATION:
After you upgrade to Microsoft Windows XP Service Pack 2 (SP2), you receive the following error message in Microsoft Internet Explorer:  Access Denied: This problem occurs if one of the following conditions is true:

•     A frame in a frameset contains an ActiveX control. The ActiveX control opens a Web page in a different frame of the frameset. The control opens the page by using a relative path.       
•     A Microsoft Visual Basic DHTML application page uses the BaseWindow.Navigate method to open a Web page by using a relative path.

To resolve this problem, we recommend that you use one of the following methods:

•     Use a fully qualified URL in the ActiveX control code or in the Visual Basic DHTML application that calls the BaseWindow.Navigate method.       
•     Use the location.href method instead of using the Navigate method.     

HELP: Would anyone who understands what is being suggested by the above 2 fix'es, provide (if possible) the step-by-step procedure to accomplish the 2 sets of instructions.

   I do not think that is the answer to your problem.
   That answer is for when you install the SP2 upgrade, it works, but then you are using Internet Explorer and you get an access denied error from Internet Explorer.
   From your description, I don't think you are getting the access denied error from Internet Explorer.

I believe you are correct. When I first read the problem, and connected to the KB article I noticed it delt with the install of SP2 rather than the install of Windows Internet Explorer.
