I have an unusual problem.  Somehow I managed to acquire two Windows XP Operating systems on my computer.  One is on local disc C:, whiole the other is on local disc E:.  When I boot up, I get both oiperating systems on the screen and by pressing <enter> I access drive E:.

I want to get rid of drive C:, since all my files are on the E: drive. I tried formatting Drive C: but it didn't work. I don't use any programs on the C: drive, but they are taking up a  lot of room.

How can I get rid of the C: drive files, and then transfer all the programs on the E: drive over to the C :?

   There are some files on C that are needed to boot up your computer.  But you should be able to delete all of the files in C except for those in the root folder (in other words, those in C:\ ).  This can be done in Windows Explorer.
   The boot.ini file in C:\ lists the two Windows in it and allows for you to make a choice between the two.  You can modify the boot.ini file (you may have to change its attributes before you can save the changes) so that only one of the Windows is shown.
   Moving Windows from E to C may not be possible.
   If the E drive used to be C, it is possible that the boot files are on E too.  If they are and E is bootable (which it would be if it used to be C), you can just switch the cables from E to C and vice versa and E will become C.  The problem with this is that in the Windows registry and on E, many of the settings refer to the files as being on E which are now on C.  Our program, EZ File Transplanter, could change those, but it may not work completely or flawlessly.
   Or if you have an image backup program, you may be able to make an image of E, and then restore the Windows part to C and change the boot.ini file.  I do not know if that would work or not.
   If I were you, I would do what is suggested in the first two paragraphs, keep Windows in E, and use C as extra drive space.
