Save Target As missing

I've noticed that I no longer have the option "Save Target As" when I right-click on a link in IE6. It's there but it is faded out. Would anyone know how to correct this. I have no idea when it started doing this nor would I know where to begin to look.

Take a look at this knowledge base article. It seems to be a permissions problem caused by the content advisor.
