A glass of water spilt all over  my keyboard (cat jumping).   I put my old keyboard on.  The keyboard was full of water so I'm letting it dry.  If I tipped it, water came out from the keys.

Can I still use that keyboard when it's dry?

Yes, you can still use it when it is dry.  In fact, I have cleaned my keyboard by putting it in the dishwasher.  Once it is dry, it will work.  You should tilt it up so that all of the water can drain out as it is drying.
