can i install win7 over a network to a computer that has no operating system at the moment, and also no cd-rom. just the network, its a brand new HDD that i installed in an old PC, so its totally clean. i have a home group network at home, is it possible to boot this old pc from my laptop cd rom and then install win 7

   No.  You have to have an operating system running on the old pc so that it will be able to connect to and communicate through the network.
   You might try putting the new HDD in a different computer that has a CD-ROM, install Windows 7 on the new HDD and then put the new HDD in the old pc.
