i have a mouse that jumps all over the screen.i replaced the mouse and it still happens.i have uninstalled it and reinstalled it but it still jumps everywhere.its very frustrating.

This sounds like a driver problem. Check in device manager and see if the driver for your mouse is the one provided by the manufacturer. If not, you need to install the latest driver from the manufacturer's web site.

If you are using an optical mouse the same symptoms can also be caused by having the mouse on a surface with patterns on it.  IE: a "pretty" mouse pad.  If the mouse "lights up" it is generally an optical mouse.

Try removing the mouse pad, and just use the desk.  Or put a single colored paper under the mouse.

Basically the colored patterns on the mouse pad can confuse the mouse.

If it's not an optical mouse and since you already tried another mouse, I would have to say it is not just dirty mouse wheels.

That being the case,  then I second dlwolff0's comments.
