I seem to be missing the "bcc" option in Outlook Express. When creating or replying all I see are the "To" and "Cc" box.

   Outlook Express does not show BCC.  Click on the To or CC words and a dialog will open up which has BCC.

Outlook Express DOES have a way to turn on or turn off BCC.

To do so, open a new blank email.
Click the View menu.
Click All Headers on the dropdown menu.
Clicking that will toggle All Headers on or off, depending on which it was when you clicked it. If it has a check mark beside it, it's ON.
