You mean like in your Interenet Browser?
or in applications, as well?
What internet browser and what version are you using? (Internet Explorer, Moziall Firefox, Opera.. etc.)
if you use Internet Explorer - Click Tools/Internet Options and look at the Advanced tab. See if 'Use smooth scrolling' is checked. (It's about half way down the advanced tab.)
And for the second part.. Usually, problems with standby and hibernate are due to problems with the system BIOS.
You need to go to BIOS settings to make sure you have a ACPI option or Power option and see if it's enabled.. Advanced Power Management (APM) or Advanced Configuration and Power Interface (ACPI)..
But also, this behavior can occur if the computer is using a VGA video driver. The VGA driver supplies basic video functionality only. The VGA driver does not supply power management functionality, because that functionality is specific to individual video cards.
You'll need to install a new driver..
