Is there a way to run regvac from the command line, I need to restore a registry backup and can't get windows to start in normal mode but can run in safe mode with command prompt.

   RegVac can be run from a command prompt except that RegVac needs the Windows GUI (which I don't think is working the way you are running Windows), so I don't think it would work in your situation.  You could always try it and see.
   We do have XP Recovery CD Maker which can make a boot CD on a WinXP computer that could be used to restore the backup.  You would have to have a working WinXP computer with the correct files (try making a CD with the trial version and if there are no errors, your WinXP has the right files) to make the CD on.
