I am upgrading a xomputer. I have installed a new Biostar motherboard with a AMD processor. When I try to load Windows XP Pro, It loads the setup files and then reboots. It will continue to rebpot after getting to that point avary time. I have tried ram, a hard drive and a CD drive with no results. Any suggestions?  

Could this be due to an oversight?
Are you removing the XP disk from the CD drive before the system reboots?
If the BIOS is set to boot from the CD drive and the disk is still in there, then the computer never sees the setup files on the hard drive

Thanks but that is not the problem. I do not remove the CD until the windows load is complete.

That is the way I have always done it and it works up till now.

Maybe your WinXP CD is bad and messing up the installation process.  If you have another WinXP CD or if you can borrow one from someone else, maybe that will work.

Check the BIOS for the boot drive order.
The method you are using [leaving the CD in the drive] will work if the BIOS checks the hard drive before the CD drive.
If the BIOS checks the CD drive first, then it never sees that the hard drive is bootable and the situation that you have encountered begins.
Ray addresses the other possibility [bad WinXP CD] in his post.
Only other remote possiblity I can see is that the motherboard or processor is bad.

   Yes, I agree with dlwolff0.  If you have the CD in the drive and BIOS is set up to check the CD drive first and then C drive, since the WinXP CD is bootable, it will always run the CD instead of booting up C.  That is not what you want.  Removing the CD before rebooting will solve that.  In fact, if you just remove the CD and reboot, the installation process should continue from where you last left off.
